The answers of your questions are given:
1. Jute is easily available at hardware shops and art and craft shops.At art and craft shops you will find different colors of jute as well as simple jute,but at hardware shops you can find only simple jute.
If you canot find colored jute, then get simple jute and Diy it from dyer (dopate rangne wala)in any color you want and then make flowers with it.You can also diy it at home but its better to diy it from dyer.
2. Corn starch is known as cornflour.
3. In Paper quilling you should use quilling paper for best results,but if you dont get it ,then take simple chart paper and make thin cuttings of it and then use it in quilling projects.

You can buy it from art and craft shops and cultural events and cane furniture shops and wooden work shops as well.In Lahore there are many shops of art and craft who have this type of stuff.
